I successfully downloaded TAV, but sometimes I don't see TAV icon on task bar. Not all the time, like 2-3 days a week - and it comes back. Why does this happen? When there's no icon on task bar, it's so inconvenient when I want to change my status.

It's possible that the icon appears when you have something to translate or triggered an action supported by the TAV. I've checked the official website, but I couldn't find anything related to this issue. The software also doesn't appear to be available anymore.
Additionally, you could try installing the application again, but this time do it with Administrator access meaning that you should run both the installer and the launcher (shortcut on your desktop) using Run as Administrator.
Do you have an .exe version for installation through Wine on Ubuntu or even a straight version for installation on Ubuntu?

There is no Ubuntu application. TAV is released for Windows and Mac as specified on the official website. You can use the MSI package through Wine, but before that make sure to install and update the Wine version in your computer and then use the application.
Is there any chance of having the TAV program available also for Chrome OS devices?
Yes, there is a chance of having the TAV program available for Chrome OS devices.
